The topic of piracy was touched upon by industry experts at the International Congress of the National Association of Broadcasters (NAT). They discussed the reasons for the high activity of pirates and the mechanisms for combating them.

Chairman of the Board of the Association of Film and Television Producers (APKIT) Sergey Selyanov believes that the state is not putting enough effort into the fight against piracy: "Piracy will always exist. Our state is extremely loyal to it. There are colleagues who say that they are working, regulating. But in reality, they have a poor understanding of what they are regulating. They do not always succeed. Since Russian cinema resumed in the mid-1990s, we have been fighting pirates ever since. For them, this is a very good business that brings in big money. And the mechanisms of pirate services are already working automatically."
First Vice President, Executive Director of the Association of Communication Agencies of Russia (ACAR) Valentin Smolyakov noted that he himself sometimes uses pirated services: "I have been paying for legal content for seven or eight years now. But pirated services have become so commonplace that I pay for a subscription to them too, because there are Western films that I cannot find on legal services. To watch them, I have to switch to pirated ones."
Vice President of the Association of Cable Television of Russia (AKTR) Mikhail Silin raised the issue of copyright appropriation: "This issue can be divided into three topics. First, we need to finally resolve the issue of clearing music rights. Cable network operators work on the basis of license agreements and are supposed to protect the rights of music authors. But according to the law, we have two distributors on each network. One of them is the broadcaster. If Roskomnadzor has a question about the content, it will go to the broadcaster. But when we say that broadcasters should also clear music rights, they respond that this issue should be resolved jointly in order to remove everyone from the risk zone. The second topic is that the entire Internet and radio are essentially outside the legal field. Our state has a strange attitude to copyright. If we look at the regulation of broadcasting, everything is clearly arranged there: there is a broadcaster, its rights and obligations are defined. The role and responsibility of the Internet environment are not spelled out at all. In this regard, there are certain risks. When the authors of the rights will appear who will make claims, who will answer to them - it is unclear. The third topic is discriminatory access to residential buildings. Management companies are very seriously trying to appropriate the rights of homeowners in relation to issuing the right to place networks in residential buildings. They do not have such a right, but they are appropriating it. And this is also a very important point in the issue of appropriation of copyrights."
