A representative of the press service of the Ministry of Digital Development, Communications and Mass Media told ComNews that the budget has allocated 10.4 billion rubles for grant support for particularly significant projects in 2024. About 800 million rubles are allocated for grant support for startups, which is provided by the Foundation for Assistance to Innovations (FSI).

Particularly significant project estonia whatsapp number database (PSP) is a project aimed at eliminating the risks and consequences of sanctions. The projects are aimed at replacing foreign software with Russian solutions and accelerating the development of the IT industry in the country. Specially created industrial competence centers (ICC) participate in the formation of the list of PSP. The list of PSP is approved by the presidium of the government commission on digital development.

of Digital Development stated that the focus of the distribution of grant funding in 2024 will be on supporting particularly significant projects. "Firstly, such a tool guarantees the effect of the project implementation both for a specific customer and for the entire industry segment. Secondly, it does not prevent further replication of the solution on the market. The tool is currently being fine-tuned taking into account the proposals of the community and the ICC," the representative of the press service noted.

He also said that in the issue of industrial software, the task of closing "blank spots" in those classes of software where either domestic analogs of foreign solutions are absent, or domestic solutions lag behind foreign analogs in terms of functionality is relevant. "The ICC will launch the next wave of updating priority areas of import substitution," promised a representative of the press service of the Ministry of Digital Development.

The Ministry of Digital Development has found a replacement for IT grants in venture investments
The Ministry of Digital Development has developed measures to stimulate venture investments in Russian IT projects and sent the document to other departments for approval. According to the digital ministry, venture funds will replace state grants, for which the Russian government does not have enough money. Eight venture funds have already shown interest in cooperation.

In April 2023, the head of the Ministry of Digital Development, Maksut Shadayev, warned that there would not be enough grants for everyone and proposed replacing them with preferential lending and venture financing. However, 93% of domestic IT companies spoke in favor of maintaining grant support. And in June 2023, the Ministry of Digital Development, Communications and Mass Media developed measures to stimulate venture investments in Russian IT projects. According to the plan, the financing of venture funds should partially replace state financing.

A representative of the department's press service told ComNews that the ministry currently supports venture financing: "To support companies whose projects do not have functional customers who guarantee demand, other instruments should be used, such as venture investment, the "market in exchange for investment" model, and repayable financing. Together with the Russian investment community and interested departments, we have prepared proposals to optimize legislation, including tax legislation, to encourage private investment in the IT industry." He added that specialized venture funds are being created. For example, in 2023, an industry venture fund with a financing volume of 8 billion rubles was created on the basis of PJSC Rostelecom. As of the end of 2023, investments were made in five companies, and there are more than 100 companies in the investment funnel.
