"Postgres has a number of architectural limitations that make it impossible to work without a file system. This is common practice for Oracle: a device and logical volumes are used," he explained.

Sergey Misyura also said that we live in limbo - especially administrators. He admitted that in the next year or two a domestic database may appear, which will be a clone of the Oracle DBMS and will be used legally as domestic software.

According to Sergey Misyura, the probability of Oracle returning to Russia is close to zero. He believes that in the next 10 years this software will be used, but the number of clients will decrease.

According to the government procurement portal, in 2019-2021, Russian state-owned companies and institutions made 512 purchases of Oracle software and hardware, as well as services for their implementation and support.

The top 10 largest of them are three purchases by VTB for RUB 1.28 billion in 2019-2020, three purchases by Gazprom Inform in 2019-2021 for RUB 686.3 million, and two purchases by Transneft for RUB 330.7 million (2019-2020).
