First Deputy Chairman of the State Duma Committee on Control Dmitry Gusev reported at a round table on the regulation of digital platforms on July 17 that there is no single definition of digital platforms in legislation yet. Dmitry Gusev said that there are four legislative initiatives that are currently under discussion.
According to him, there are several approaches to regulating digital platforms, and often the conversation about them comes down to regulating marketplaces, although they can also include video hosting platforms, taxis, and other digital platforms.

This bill has received a devastating response from the state legal department of the presidential administration, there is a positive position from the Ministry of Industry and Trade, but so far there is no position from the Russian government," noted Dmitry Gusev.

The bill was also not considered in the first reading.
The third bill, according to Dmitry Gusev, is being prepared in the "depths of the State Duma" by deputy Andrey Svintsov: in this initiative, marketplaces are regulated as IT platforms. "This bill is fully supported by marketplaces, and Wildberries founder Tatyana Bakalchuk has publicly stated this," added Dmitry Gusev.
According to him, there is also a fourth approach - the approach of the Federal Antimonopoly Service (FAS), which says that the marketplace is a separate entity; but so far the FAS has not presented any documents.
