The United Nations Department of Economic and Social Development (UN DESA) has published the E-Government Survey 2024, a comparative analysis of the development of digital governments in 193 countries around the world. The authors of the study, which the UN conducts every two years, noted significant progress in the digitalization of governments across the globe and an increase in investment in the creation of sustainable infrastructure and the use of advanced technologies.

Over the same period, Ukraine moved up in this ranking from 46th place in 2022 (EGDI 0.8029) to 30th place in 2024 (0.8841). The authors of the ranking particularly noted: “Despite the ongoing conflict with the Russian Federation, Ukraine has made impressive progress in developing digital technologies. Its government has transferred all state information assets and services to public cloud platforms abroad, ensuring the security and availability of critical information and the resilience of digital technologies. Satellite communications provide uninterrupted internet connectivity.”
The top 3 countries with the most developed digital governments by the end of 2024 were Denmark (EGDI value - 0.9847), Estonia (0.9727) and Singapore (0.9691). The United States took 19th place in the ranking (0.9194), and China - 35th place (0.8718).
In the same study, in the ranking of world cities by the Local Online Service Index (LOSI), the only Russian city mentioned, Moscow, was in 16th place, sharing it with Bogota (Colombia) and Vienna (Austria): the LOSI level for all cities was 0.8438. Tallinn and Madrid topped this ranking (both cities have a LOSI of 0.9271), Riyadh was in third place (0.9167), and Copenhagen, Dubai and New York shared 4th place (0.9063 each).
A representative of the press service of the Ministry of Digital Development did not answer questions from a ComNews correspondent. A source close to the ministry is convinced that the positions of Russia and Moscow in the E-Government Survey 2024 were influenced by the current geopolitical situation: "If Kyiv overtook Moscow in this rating, then those who understand the topic understand everything."
"When calculating the EGDI index, the UN Department of Economic and Social Affairs changed and improved the methodology that underlies the formation of the final results for each country. This methodology now differs from the 2022 criteria," Vadim Glushchenko, director of the ANO Center for Global IT Cooperation, told a ComNews correspondent.
