The Russian Center for the Circulation of Rights to the Results of Creative Activity (RCIS) has signed a cooperation agreement with the government of the Irkutsk Region. RCIS will facilitate the digitalization of the intellectual property sphere. This was reported by the press service of the regional government.

Thus, the regional administration will receive accurate data on the volume of intangible assets created on its territory, which will allow it to assess the effectiveness of government spending on supporting innovation activities.
As noted by the Governor of the Irkutsk Region Igor Kobzev, digital solutions of the RCIS should become key links in the region’s innovation ecosystem
"Technology parks, centers for the collective use of scientific equipment and devices, a regional engineering center, a certification center, and centers for youth innovative creativity are developing in the region. The solutions of innovative companies are also needed by the traditional industry - woodworking, pulp and paper, and mining. Reducing the costs of managing and disposing of intellectual rights through automation is an urgent need for all market players," said Igor Kobzev.
The Governor added that in addition to the technology business, creative industries and regional brands need a convenient rights management infrastructure. The head of the region noted that among the creative industries, architects, advertisers, furniture manufacturers and software developers demonstrate particular success, and the RCIS tools will allow the creative economy of the region to develop even faster.
The Chairman of the RCIS, Andrey Krichevsky, drew attention to the fact that, together with the region, it is planned to work out the possibility of launching a pilot project for lending to technological and creative businesses using intellectual property rights as collateral.
"We at RCIS believe that the development of creative and innovative entrepreneurship should be stimulated, including through friendly regulation and competent financial support measures. The pledge of intangible assets allows creators to regularly attract borrowed funds to implement new projects and scale up their business. I believe that the Irkutsk creative community will soon be able to appreciate this financial instrument," emphasized Andrey Krichevsky.
The Chairman of the RCIS also noted that educational and outreach programs under the auspices of the RCIS will be useful for relevant officials, creative professionals and the business community. "The center has experience working with a variety of audiences in need of knowledge of intellectual property rights, in relation to modern business practices and digital tools. The RCIS is ready to attract authoritative scientists, successful managers and legal experts who are familiar with the industrial specifics of various industries and understand how intellectual property rights work in specific circumstances," Andrey Krichevsky clarified.
