The Higher School of Economics presented a machine learning model for identifying cartels in public tenders. It was able to predict signs of collusion among their participants with an accuracy of over 90%. The introduction of automated solutions in antitrust control has the potential to increase its effectiveness and reduce budget losses due to the non-competitive behavior of unscrupulous businesses, but this places increased demands on the work of the FAS to form law enforcement practices that will reduce the risks of punishing bona fide suppliers.
In the work "Identification india telegram of Cartels at Electronic Auctions of Public Procurement" (.pdf), experts from the Higher School of Economics presented the potential for automating the process of identifying cartel agreements at auctions using artificial intelligence. The current antimonopoly control system is experiencing difficulties due to the scale of the public procurement market: in 2023, customers concluded 2.4 million contracts worth 10.6 trillion rubles.
The FAS told Kommersant that it supports the development of information technologies — the service is currently working on developing the Anti-Cartel information system. The second stage of the project involves analytics functionality using machine learning and artificial intelligence.
