The explanatory note to the document states that in 2019, 3.7 million legal entities and 4 million individual entrepreneurs were involved in economic turnover in the Russian Federation: "Participants in economic activity interact with various federal executive bodies in terms of 91021020 providing reports and documents within the scope of their powers, including in the course of control and supervisory activities. In economic activity, about 1 billion documents are created annually (the exact volume is currently impossible to calculate) and 55 billion fiscal receipts. The bill does not provide for any requirements for conversion, creation of duplicates and storage of documents for own needs, when there is no need to ensure the legal significance of the document in accordance with the requirements of a regulatory legal act or agreement."

When asked by a ComNews brazil telegram correspondent why the bill passed the first reading and stalled for so long on the second, Konstantin Fedorov, product development manager for the LDM platform for organizing the management of digital corporate content, replied that he had previously tried to find out, talked to representatives of the Federal Tax Service (FTS), as well as with colleagues: "They did not give specifics, but they said that there were many internal issues that were already resolved in working groups in mid-2024. They expect that it will either come out as a new bill, or will be put into motion within the framework of the current one in 2025."

, noted that the second reading is decisive in the Duma's work on any bill; at this stage, the bill usually undergoes the greatest changes: "The bill on archival storage itself looks complicated for the initial version. The legislator tried to embrace the ungraspable - this led in places to going into technological issues that are redundant at this level of regulation. A more pragmatic approach at the start would have been to describe the subject at a high level and set the structure of the regulatory area in order to dwell in more detail on only one or two of its most relevant and least risky segments. As the practice of law enforcement accumulates, the remaining components of the structure could be developed a little later - in subsequent versions."

Angela Mironova, Product Manager for Electronic Document Management System Solutions at Elma LLC (ELMA), believes that the reason the bill has not yet been adopted is due to concerns about the possibility of forgery and use of electronic documents for selfish purposes: "Paper documents can also be forged, but electronic documents are subject to more stringent security requirements. It remains unclear whether this bill will be adopted."
