In 2024, the positions of banking MVNOs continued to strengthen, however, the operator block is still the largest. This was confirmed to ComNews by Konstantin Ankilov, CEO of the research agency TMT Consulting.
New Bank MVNOs: PSB Merges with Rosatom
In 2024, two major banks announced the creation of MVNOs: Alfa-Bank JSC and Promsvyazbank PJSC (PSB). Deputy General Director for Commercial Activities of T2 Irina Lebedeva reported in October that T2 Mobile LLC (T2), in addition to creating a virtual operator together with PSB, is preparing to launch three projects in the banking segment.
In June 2024, PSB announced australia telegram that it would launch an MVNO by the end of the year under the brand "My Operator". The cooperation agreement was signed by T2 CEO Anton Godovikov and Promsvyazbank Vice President and Director of the Non-Banking Services Development Department Alexey Nazarov at the XXVII St. Petersburg International Economic Forum.
In July 2024, it became known that JSC Greenatom (a subsidiary of the state corporation Rosatom) became the owner of 50% of My Operator LLC. Rosatom had previously planned to launch a virtual operator, but in 2022 it postponed the launch to 2024. Also, 50% of My Operator LLC belongs to Non-Banking Technologies Fund LLC (the owner of 100% of shares in it is PSB Innovations and Investments LLC). Vladislav Sokolov has been listed as the CEO since August 20, 2024.
The bank registered the legal entity My Operator LLC in September 2022. And on October 5, 2022, My Operator received a license for mobile radiotelephone services from Roskomnadzor (No. L030-00114-77/00620101).

By the end of 2024, Promsvyazbank (PSB) will launch a virtual mobile operator under the brand "My Operator". It will become the fifth banking MVNO in Russia and will intensify competition between financial institutions in the digital sphere. Tele2 became the basic owner of the network infrastructure for the "My Operator" project.
Alfa-Bank plans to launch the mobile operator Alfa-Mobile in the first quarter of 2025. "The infrastructure for providing mobile services in several regions at once will be completed in the near future," Andrey Litvinov, CEO of Alfa-Mobile LLC, told ComNews. Next year, Alfa-Mobile will focus on product development, improving customer experience and expanding its presence in the market. Alfa-Mobile will be deployed on the networks of PJSC VimpelCom (Beeline brand).
Telecom analyst and host of the @abloud62 Telegram channel Alexey Boyko claims that there will be other announcements about the launch of banking MVNOs in 2025. "MVNOs give banks additional contacts with clients, increased opportunities for their retention and loyalty, collecting more data about clients, and saving on SMS notifications. Even if we do not take into account the receipt of some income, the above is very interesting for banks," Alexey Boyko explained.
