Now that you know how this type of group works, let's go through the process of setting it up.
Step 1: Create an active audience.
Open Ads Manager. From the menu, select the “Audiences” section (or “Audiences” – as far as I know, it currently has two names).
Start creating your Custom Audience and select the option at the very bottom – uae rcs data “Activity” and then on the next screen “Facebook Page”.
This is where you will create a group of people active on your fanpage.

Once it’s ready, start creating an ad (in this case, boosting a post). There are two sections in the ad set that you’ll be interested in:
Custom Audiences – here we exclude active recipients…

…and connections, where we mark your fanpage.

That's it! Now all you need to do is start observing your fans' reactions to new content.
You can try to encourage the inactive group to get back into activity in many ways. Maybe a contest or some other form of engagement? You are limited only by your own ingenuity.
