During the AI Journey 2022 conference, a separate section was devoted to the topic of artificial intelligence (AI) ethics. According to Alexander Vedyakhin, First Deputy Chairman of the Management Board of Sberbank, Russia is one of the leaders in the field of AI ethics. The AI Ethics Commission, which was formed in June of this year from among the organizations that joined the AI Code of Ethics, in his opinion, has become a full-fledged self-regulatory organization in this area.

Russia was one of the first countries to adopt such a document. Initially, 18 companies joined it, then there were four more waves of participants joining. The second wave was the most massive, which took place in June of this year at the CIPR conference. Currently, the total number of organizations that have joined the Code has reached 113.

Russian technology companies have adopted the Code of Ethics in the Sphere of Artificial Intelligence, which was developed by the Alliance in the Sphere of AI. The document was signed, among others, by Sber, Yandex, MTS, VK, Gazprom Neft, RDIF, as well as leading companies and research organizations. The document was developed with the support of the Presidential Administration of the Russian Federation, the Analytical Center under the Government, the Ministry of Economic Development and underwent expert and public discussion at the sites of the ANO Digital Economy, the Federation Council, and the Public Chamber. It is planned that the Code will become a recommendatory document on ethics for all participants in the AI market - the state, business, Russian and foreign developers.

Without solving ethical problems, it is impossible to avoid mistrust of AI, which usually arises because people do not understand how and by what principles decisions are made. Therefore, high-tech businesses must take the initiative into their own hands.
The AI Ethics Commission consists of 10 people. Working groups have been formed from its members. The working group on developing an assessment of the risks and humanitarian impact of AI was presented by Yuri Landre, an expert on AI regulation and cross-cutting technologies at the Skolkovo Institute of Science and Technology. Its goal is to develop a methodology for identifying and eliminating such risks. It is being created based on Russian and international best practices. The draft methodology will be presented before the end of this year, and the final version will appear by March-April 2023.
