Will we be able to replace imports by the end of the year?

Post by tanjimajuha20 »

Vladimir Yakimkov, head of projects at SimbirSoft, called projects to replace foreign software in the public sector complex, so the established deadlines are achievable only if a number of conditions are met: "Their development deadlines depend on many factors, including scale, complexity, the need for migration, ensuring compatibility, and other features of government systems. The deadline of January 1, 2025, for the complete replacement of czech republic whatsapp number database foreign software sounds ambitious. To achieve it, it is necessary to solve a number of key problems: ensuring a sufficient amount of high-quality Russian software, training personnel to work with it, and training employees to use the new software."

Alexander Vakhitov believes that the deadlines set by the Ministry of Digital Development are achievable, with the exception of a number of "heavy" systems for which it was not possible to find an adequate replacement: "Replacing basic system software and general-purpose programs by the established deadline is possible. However, it is worth noting that a complete replacement of "heavy" specialized application software, such as SAP, is extremely unlikely. The reason is that at the moment there are no analogues of many Western solutions, including SAP. Instead, organizations can focus on replacing basic software and general-purpose programs, where a wider choice of alternatives is available, which can lead to increased efficiency and improved overall system performance."

Alexander Cherny believes that the task of achieving a 100% transition to Russian general system and office software by January 1, 2025 in the public sector is at least difficult to achieve: "The share of those who will switch to domestic software in the public sector will be higher than that of non-governmental companies, but nevertheless it is unlikely that the figure will reach 100%. The difficulties of the process include the incompatibility of the application software used, which can be difficult to replace, insufficient functionality of domestic software, and insufficient quality of technical support provided by domestic manufacturers."

Sergey Artemov believes that the successful implementation of the task set by the Ministry of Digital Development is unrealistic: "I think that the timeframe for a complete replacement of foreign software with Russian software in less than a year is unrealistic. Or rather, if a company has one main business process and, accordingly, one system-wide software, it is possible, but if the processes are diverse, then efforts will need to be made to speed up. In general, the process of a complete transition to domestic solutions, a complete replacement of foreign software can take from three to five years. Everything depends on how complex the company is organized, on the number of critical business processes in the IT ecosystem, on the availability of fully functional Russian analogues, on the information security standards applied to the company. And, of course, it is necessary to evaluate the work of import-substituted systems in the medium term."

According to a study conducted by Nocoding LLC (Nocode.ru), the main problem with import substitution projects is the long project timeframes: "Due to the growing demand for domestic software, the development of individual services can take up to a year. In addition, companies are faced with a shortage of qualified personnel, insufficient functionality of Russian solutions, and problems with software compatibility."

According to Natalia Panfilova, Director for Work with Government Agencies at New Cloud Technologies LLC (developer of MyOffice), import substitution projects can take up to two years: "User habits of using foreign software, as well as technological limitations, hinder a quick transition. Experience shows that a large organization needs from one and a half to two years to switch to domestic software. During this time, an audit of business processes is conducted, on the basis of which the needs for software products are formed, a series of pilot implementations and tests are carried out, employee training is organized, and much more. It is not enough to simply buy software - it is important to effectively implement and adapt it to the company's business processes, and not all vendors can do this." This is why, according to Natalia Panfilova, foreign software, including unlicensed software, continues to be very popular in the country.
