We are talking about so-called tax incentives

Post by tanjimajuha20 »

he government is currently discussing the creation of new incentives for Russian businesses to switch to domestic IT solutions. Companies are extremely reluctant to change the software they use, even if the new one has better characteristics, since the cost of switching is often very high. How will the government stimulate the use of domestic software?

Tax on foreign software. The Ministry of Digital Development is discussing the introduction of a separate fee for companies for using foreign software. The new measure should equalize Russian and foreign software — this opinion was expressed by the head of the Ministry of Digital Development, Maksut Shadayev, at vietnam whatsapp resource the TAdviser SummIT forum. According to Shadayev, the government is currently discussing the creation of new incentives for Russian businesses to switch to domestic IT solutions.
the minister admitted. That is, about a certain fee from companies that do not want to switch to Russian software and remain on foreign software.

Business can also be understood - it is very long and expensive to get off the usual software and it is better for the state to stimulate it with a carrot, not a stick, says Pavel Golub, co-founder and development director of the Arcsinus company: "This is not a problem, this is a fact that exists on the market, and it is quite natural and explainable, since many companies have invested large amounts of money in the purchase and development of paid platforms and the infrastructure depends on them very much. You probably know that SUP is still used by many, although many companies were considering switching to 1C. The cost of such a transition is incredibly high, perhaps it is simply cheaper for them to maintain the existing infrastructure for some time than to do a global replacement project. I am a supporter of positive motivation, a supporter of carrot motivation than stick motivation, in my opinion, of course, it would be better to give benefits, offer interesting conditions for the transition, subsidize this transition. Perhaps this will appear later."

The Cabinet of Ministers is also considering the idea of issuing preferential loans to those companies that decide to switch to domestic software. This was previously stated by Prime Minister Mikhail Mishustin.

According to his estimates, by the end of this year, more than half of Russian companies will use domestic IT solutions. The government, according to Mishustin, expects to compensate up to half of the costs of the transition. Moreover, Russian software is already ready to replace foreign software almost completely, says Sergey Ryzhikov, co-founder of Bitrix 24:

— The state faces the task of developing its own software stack that solves the main problems. This is becoming very important, because at a certain stage, they may have learned to bypass it, but this is not the last round of sanctions, so there will definitely be complications. Of course, companies are postponing this as much as possible. Plus, new software products that come as a replacement are initially weaker in some areas or do not solve some problems, and one can understand the business, because for them this means giving in to something or switching to some alternative solutions. And the state is looking for a way out, this is one of the options they are thinking about.

— Is Russian software ready to replace foreign software? What critical areas are there that still have not abandoned foreign software?

— For most products, it seems to me, there are already product substitutes, there are discussions about the cost of the transition, about how difficult and expensive it is for companies. Replacing products with any, even identical, better quality ones, is always the cost of the transition. There are a lot of products, these are thousands of names in different categories, for most of them there is a replacement.

At the same time, the Ministry of Digital Development wants to prohibit state-owned companies from creating their own analogues of existing Russian software for internal use.
