The Ministry of Digital Development proposes to restrict the use of instant messaging services for work purposes in a number of areas of activity. Such provisions are included in the bill on amendments to a number of legislative acts prepared by the ministry, a source familiar with the provisions of the bill told Interfax.

It is proposed to extend this rule to employees of marketplaces and delivery services (in their interaction with individuals - users of the services - IF), to employees of credit institutions, to employees of the Bank of Russia, employees of telecom operators, civil servants of the state service and civil servants of the regions.
Accordingly, for work with individuals, it is allowed to use an instant messaging service, the organizer of which is a Russian legal entity or a citizen of Russia. At the same time, it is stipulated that the relevant employee/civil servant using a Russian messenger for interaction with individuals, in order to work with the messenger, will have to undergo identification or authentication in the Unified Identification and Authentication System in the infrastructure that ensures information technology interaction of information systems used to provide state and municipal services in electronic form (ESIA).
According to the source, these provisions are proposed to be introduced into the laws "On the Protection of Consumer Rights" (2-FZ), "On Banks and Banking Activities" (17-FZ), "On the Central Bank of the Russian Federation (Bank of Russia)" (86-FZ), "On Communications" (126-FZ), "On the State Civil Service of the Russian Federation" (79-FZ), "On the General Principles of Organizing Public Authority in the Subjects of the Russian Federation" (414-FZ).
The Ministry of Digital Development proposes to introduce these standards from September 1, 2026. This bill is currently being coordinated with interested government agencies.
