2. Click on the “Create Custom Audience” button.

Choose the best option from those offered to you:

website traffic;
offline actions;
actions in applications;
involvement;
event;
file with customer data.
Let's look at the latter as an example. If you have customer data (ready-made database), this option will work. Phone numbers and emails of users will be used to create an audience. Select the mentioned section, go to "Add customers from your file and paste the copied data":
